I don't have a GPS device, is this still a good collar for my pet?

What's the difference between this 20" collar and the 30" version?
The 20-inch length fits most medium dogs, beagles, pointers, setters, spaniels, Brittanys, and medium mixed breeds. The 30-inch version is for large-breed dogs like Bloodhounds, Walkers, Labs, and Goldens. Measure your dog's neck and add 2-3 inches for proper fit.
